CAUSE: This message can occur due to one of the following two reasons:

The flash interface that you are trying to access is currently open in another application.
The device is not configured to setup the flash interface.

ACTION: If the error is due to an open flash interface, close the interface from the application. If the error is due to a non-configured device, configure the device with the factory SDM helper image.
