CAUSE: Bonded channels are not placed in contiguous locations.

ACTION: When using phase-locked loops PLL feedback compensation bonding, use Intel Quartus Prime Settings File (QSF) settings to place bonded channels at contiguous locations. If the clock multiplier unit (CMU) PLLs are used as transmit PLLs, a channel must be available for placing a CMU PLL in every I/O occupied by bonded channels. The 'unused' channels are part of the contiguous bonded channels.
