ID:170047 Cannot place RAM cell "<name>" in assigned location -- location cannot support more than two incompatible RAM assignments

CAUSE: You created location assignments, or the assignments were automatically created by the Fitter. However, these assignments have constrained the placement of entities so that the Fitter cannot place the specified RAM cell in the assigned location. Only the M4K memory block supports two incompatible RAM assignments in a location; all other memory blocks cannot support incompatible RAM assignments.

ACTION: Select a larger device, or delete or change the location assignments for the design. Make sure that the RAM cells are assigned to locations that can support multiple incompatible RAM cells, or make sure the RAM cells have the same address and control signals. To avoid receiving this message in the future, Intel recommends using the MegaWizard Plug-In Manager to edit an Intel-provided RAM megafunction, rather than manually editing the text file for the Intel-provided megafunction.
