ID:12544 Can't reserve pin <name> because it lacks a legal location assignment

CAUSE: You tried to reserve the specified pin, but Fitter cannot reserve the specified pin during compilation because it is not assigned to a location. This message can occur when you manually edit the Quartus Prime Settings File (.qsf) to create assignments and do not specify a legal location assignment for a node you assigned to the pin. Intel recommends that you not directly edit the QSF. Instead, you should use either the Device page of the Settings dialog box or the Assignment Editor to make assignments.
