CAUSE: The given input pin cannot use a dedicated input path to the given PLL.

ACTION: The given input pin should be moved to a dedicated input pin that can feed the given PLL. Alternatively, if your application can tolerate using a noisier clock signal, you may also feed the clock through a clock network by inserting an ALTCLKCTRL Megafunction instance in between the input pin and the PLL. Either modify your location assignments to move the specified clock input pin and/or PLL, or modify the RTL to insert an ALTCLKCTRL in the input to PLL path.
