CAUSE: The specified node is assigned to a secured region but the Fitter automatically promotes the node to use global routing. For example, a PLL assigned to a secured region may trigger this warning if at least one of its clock outputs does not have a global signal assignment on it, since a PLL clock output can only drive global routing.

ACTION: If the node should drive global routing, adding a global signal assignment will suppress this warning. Otherwise, do not assign the node to a secured region.
