ID:16766 Clock buffer "<node>" can be instantiated in a higher level partition

CAUSE: In hierarchical design, it is usually beneficial to instantiate clock buffers in the highest level partition that is legal based on their connectivity. This allows for greater flexibility in the design flow when lower-level partitions are locked.

ACTION: If possible, instantiate the clock buffer in the highest possible partition that is legal based on the design connectivity and global fanout. Clock buffers inserted automatically by the fitter are always inserted at the highest possible level in the partition hierarchy.
