CAUSE: The Intel Quartus Prime software cannot open the specified file for writing.

• This message can occur if you spell the file or path name incorrectly.
• The file name does not have the required extension.
• The file does not exist, available disk space and memory is insufficient to open the file.
• You do not have permission to read and write to the file.

ACTION: Ensure the following:

• The file exists and has the correct file name.
• You have enough disk space and memory to open the file.
• The disk is not corrupted, and that you have permission to read and write to the file.
