CAUSE: The Fitter cannot place the nodes in the LE due to one or more of the following reasons:

The LE contains nodes that consume more resources than are available in the LE.
The nodes have conflicting location constraints.

This message is a submessage of the message that precedes it in the Messages window and in the Messages section of the Report window.

ACTION: If the nodes are being forced into the same LE due to location constraints, remove or modify those constraints so that the Fitter can place the nodes elsewhere.
