CAUSE: The inputs to the transmitter are not registered in the megafunction.
ACTION: Register the transmitter inputs in the megafunction, or specify a multicycle assignment from the input registers to the transmitter atom(s), and a multicycle-hold assignment from the input registers to the transmitter atom(s).
