ID:176081 Transmitter SERDES groups overlap -- in rows (<number>-<number>) <name> side, fast PLL <name> group1 Y-range=(<number>-<number>) overlaps with fast PLL <name> group2 Y-range=(<number>-<number>)

CAUSE: The Fitter tried to place the specified fast PLLs in the specified locations. However, the fast PLLs drive transmitter SERDES groups that overlap. Overlapping transmitter SERDES groups result in crossed clock domains. As a result, the Fitter cannot place the specified fast PLLs. This message can occur when there are overlapping location assignments or if additional spacing between transmitter SERDES groups is required.

ACTION: Modify the design so that the transmitter SERDES groups do not have overlapping location assignments. You may also need to increase the spacing between transmitter SERDES groups.
