CAUSE: The Fitter could not place the specified block into a specific location or group of locations because all targeted locations are occupied or unusable. Your design may be using too many blocks of a particular type for the selected device or too many blocks may have been constrained to a certain area. Logic can be constrained because of explicit region constraints or I/O bank assignments. Logic can also be constrained because of side assignments or clock region assignments.

ACTION: If the logic is constrained, relax the constraint by including more suitable locations. Otherwise, either reduce the amount of logic or choose a larger device.
