ID:15253 LCELL atom "<name>" uses improperly connected cin1 port

CAUSE: The specified LCELL atom uses the cin1 port, but the cin1 port is either inverted or connected to V_CC , GND, or a pin. However, the cin1 port must be driven by a cout1 port of another LCELL atom.
