ID:15252 LCELL atom "<name>" uses improperly connected cin0 port

CAUSE: The specified LCELL atom uses the cin0 port, but the cin0 port is either inverted or connected to V_CC , GND, or a pin. The cin0 port must be driven by a cout0 port of another LCELL atom.
