CAUSE: You tried to reserve the specified pin, but the Fitter cannot reserve the specified pin during compilation because it has an illegal I/O standard assignment. This message can occur when you manually edit a Quartus Prime Settings File (.qsf) to create assignments and do not specify a valid I/O standard assignment for the pin you reserve. To avoid receiving this message in the future, Intel recommends that you not manually edit the QSF. Use the Assignment Editor to reserve pins and make I/O standard assignments.
