ID:12559 Can't reserve pin <name>: <text>

CAUSE: You reserved a pin As input tri-stated, As output driving ground, or As output driving an unspecified signal. However, the Fitter cannot reserve the specified pin for the specified reason. This message can also occur when you edit a Quartus Prime Settings File (.qsf) manually to create assignments.

ACTION: Reserve the pin and specify an I/O standard. To avoid receiving this message in the future, Intel recommends that you not directly edit the QSF manually. Use the Assignment Editor to reserve pins and make I/O standard assignments.
