ID:15904 PLL "<name>" has parameter <name> set to <name>, but has <name> port stuck at VCC

CAUSE: The specified PLL is using automatic switchover, but the clkswitch port is stuck at a constant V_CC . As a result, there will be no manual override of the automatic switchover.

ACTION: Disconnect the clkswitch port or do not use automatic switchover.
