ID:19204 WYSIWYG primitive "<name>" has clear port <name>[<index>] that is driven by VCC

CAUSE: The specified clear port of the specified WYSIWYG primitive is driven by V_CC . When a clear port is driven by V_CC , the registers are in a cleared state and always output GND.

ACTION: Modify the design so that the clear port is set to GND.
