Treat Bidirectional Pin as Output Pin logic option

A logic option that directs the Intel^® Quartus^® Prime software to treat the bidirectional pin as an output pin. Essentially, the input path is used for feedback from the output path.

This option is available for supported device (Arria^® II, Cyclone^® III, Cyclone^® IV, Stratix^® III, Stratix^® IV, and Stratix^® V) families.
