Ignore GLOBAL Buffers logic option

A logic option that ignores GLOBAL buffers that are instantiated in the design.

This option must be assigned to an individual GLOBAL buffer or a design entity containing GLOBAL buffers or it is ignored. This option is available for all Intel devices.
