I/O timing endpoint

Specifies whether the Fitter calculates I/O timing to the near or far end of the board trace. If you specify near end, you must include the trace delay as part of the corresponding set_output_delay assignment. If you specify far end, then TimeQuest analysis automatically includes the trace delay and you should not include trace delay in the set_ouput_delay assignment.
