CAUSE: You have specified an illegal board stackup layer parameter for the specified pin. The Quartus Prime software has overridden the board stackup layer for this pin with the bottommost layer.
ACTION: Specify the correct board stackup breakout layer assignment for the specified pin if you do not want to use the bottommost layer.
