CAUSE: The Quartus Prime software could not find license files for one or more IP cores in your design. Also, the OpenCore Plus Hardware Evaluation feature is either disabled or not supported for this device. As a result, these IP cores will use the OpenCore Simulation-Only Evaluation feature. This will allow you to compile and simulate the design, and may allow you to run an EDA simulation flow. However, the Quartus Prime software will not generate a programming file for this project.
ACTION: If you want to use the OpenCore Plus Hardware Evaluation feature for this design, be sure to specify a target device in the Device page of the Settings dialog box. Also, check the Disable OpenCore Plus Hardware Evaluation setting under Compilation Process Settings page or More Compilation Settings page in the Settings dialog box.
