CAUSE: Your design includes IP cores for which the Quartus Prime software cannot generate programming files. A possible reason for this occurrence is that you do not have a license for these cores. Additionally, some of these cores do not support the OpenCore Plus Hardware Evaluation feature. As a result, all the cores in the design will use the OpenCore Simulation-Only Evaluation feature instead. The OpenCore Simulation-Only Evaluation feature will allow you to compile and simulate the design, and may allow you to run an EDA simulation flow. However, the Quartus Prime software will not generate a programming file for this project. The submessage(s) of this message list the cores that do not support OpenCore Plus Hardware Evaluation feature.
