CAUSE: You have attempted to delete the top-level partition. The top-level partition is a default partition that always exists and cannot be deleted.
ACTION: The Quartus Prime software has not changed the project and hence no action is required. You can avoid getting this message in the future by not requesting to delete the top-level partition.
