ID:12823 The Fitter is having trouble placing the periphery of the design. Add location constraint for <number> PCS bonding channels (for example, <name>) and bonding PLL (for example, <name>) may allow fitter to find legal placement

CAUSE: The Fitter is having trouble placing the periphery of the design and may not find legal placement with the existing constraint for such physical coding sublayer (PCS) bonding channels in the first try.

ACTION: Add location constraint for such PCS bonding channels and related driving bonding phase-locked loop (PLLs).
