CAUSE: Unused RX clock workaroud was specified for the above pin location. However, the design already has CDR PLL placed at the this location. Unused RX clock workaround cannot be performed on a non-emty location.
ACTION: Modify the corresponding QSF assignment to specify another empty location for unused RX clock workaround, or remove the QSF assignment.
