CAUSE: The Fitter ignored the assignment made to the specified node because the node does not feed I/O pins that are locked down to a specific (x, y) location.
ACTION: Lock down the I/O pins fed by the node to specific (x, y) locations, or delete the assignment from the node and set tight timing constraints in order to instruct the Fitter to optimize I/O to register connections.
