CAUSE: The Fitter ignored the assignment to the specified I/O pin because the I/O pin is not locked to a specific (x, y) location.
ACTION: Lock the specified I/O pin to an (x, y) location, or delete the assignment from the I/O pin and set tight timing constraints in order to instruct the Fitter to optimize I/O to register connections.
