CAUSE: The Fitter ignored the Input Delay from Dual-Purpose Clock Pin to Fan-Out Destinations logic option assignment on the specified pin, because it feeds the inclk port of the specified PLL.
ACTION: No action is required. To avoid receiving this message in the future, remove the Input Delay from Dual-Purpose Clock Pin to Fan-Out Destinations assignment on the I/O pin that feeds the inclk port of the PLL.
