ID:16228 One or more registers failed to be packed into a DSP bank due to VCC inputs

CAUSE: VCC inputs to a DSP block prevented some registers from being packed inside the DSP block. Packing these registers will cause different start up behavior.

ACTION: Remove VCC inputs to the DSP block.
