CAUSE: The specified on-chip termination (OCT) control block exists in the netlist but does not have an OCT value. This happens if the control block does not drive any I/Os. This may happen if you manually edit the netlist or if QIC is enabled and you remove all termination assignments to I/Os.

ACTION: Assign OCT I/Os to the specified control block or remove the specified OCT block from the netlist either manually or by recompiling with QIC off.
