CAUSE: The specified on-chip termination (OCT) control block drives pin that user parallel termination but does not have the enable_parallel_termination parameter set to true. Quartus has automatically set the parameter to true.
ACTION: If the specified OCT control block was created with the MegaWizard Plug-In Manager, then use the MegaWizard to set the control block to enable parallel termination. If the specified OCT control block was created by wysiwyg instantiation then set the value of enable_parallel_termination to true.
