CAUSE: You reserved unused logic cells inside the specified LogicLock region so the Fitter does not use the logic cells; however, you also specified that the region is a soft region, which directs the Fitter to place the design elements in the region as close together and in the best location possible. You cannot reserve unused logic cells in a LogicLock region and specify the region as a soft region. As a result, the Fitter ignored the soft property for this region.
ACTION: Do not reserve the unused logic cells in the LogicLock region, or specify that the region is not a soft region.
