CAUSE: You assigned the specified node to the specified preferred location and directed the Fitter to perform incremental compilation for preferred locations. However, the Quartus Prime software ignored this preferred location assignment because user assignments on the node require it to be placed in the LogicLock region with the specified lower-left corner and the specified upper-right corner.
ACTION: Remove conflicting assignments on the node.
