CAUSE: You assigned the nodes listed in the submessages to the preferred locations listed in the submessages, and you directed the Fitter to perform incremental compilation for preferred locations, but the Quartus Prime software ignored these preferred location assignments because they conflict with other assignments in the project.
ACTION: Remove conflicting assignments on the nodes listed in the submessages.
