CAUSE: You assigned the specified pins in your design to 3.3-, 3.0-, or 2.5-V interfaces, but the assignments do not meet the Altera requirements.
ACTION: Refer to AN 447 (Interfacing Cyclone III and Cyclone IV Devices with 3.3/3.0/2.5-V LVTTL/LVCMOS I/O Systems) to make sure that you meet the Altera requirements for 3.3-, 3.0- and 2.5-V interfaces.
