CAUSE: The Quartus Prime software found I/O pins in lower-level partitions that are not connected in the top-level design. The pins are part of the I/O atoms that must be connected to a device I/O pin.
ACTION: Modify your HDL to either connect or remove the pins, or adjust partition hierarchies.
