CAUSE: The Quartus Prime software cannot open the specified file for writing. This message can occur if you spell the file or path name incorrectly, the file name does not have the required extension, the file does not exist, available disk space and memory is insufficient to open the file, an I/O error occurred when the Quartus Prime software tried to open the file, or you do not have permission to read and write to the file.
ACTION: Make sure that the file exists and has the correct file name, that you have enough disk space and memory to open the file, that the disk is not corrupted, and that you have permission to read and write to the file.
