CAUSE: The Quartus Prime incremental compilation determined that the specified number of design partitions do not require synthesis. See the sub-messages for a a list of specific design partitions and the reasons each partition does not require synthesis.
ACTION: If one or more design partitions in the list require synthesis due to changes to assignments, for example, then set the netlist type for each partition to Source File. By design, the Quartus Prime incremental compilation does not consider changes to assignments other than Family when evaluating a partition for synthesis.
