CAUSE: The Quartus Prime incremental compilation determined that one design partition does not require synthesis. See the sub-message for the reason the partition does not require synthesis.
ACTION: If the design partition requires synthesis due to changes to assignments, for example, then set the netlist type for the partition to Source File. By design, incremental compilation does not consider changes to assignments other than Family when evaluating a partition for synthesis.
