CAUSE: You ran the Fitter (quartus_fit) with the check_ios option before running the SSN Analyzer, and thus the SSN Analyzer cannot determine timing relationships between signals to provide for more accurate analysis.
ACTION: Run the Fitter (quartus_fit) without the check_ios option before running the SSN Analyzer.
