ID:236023 Since inter-partition optimizations are not allowed, it is best to register all partition ports in an effort to keep critical paths within a single partition. By registering the ports, the length of the inter-partition register-to-register paths are kept to a minimum. Global signals may be left unregistered if appropriate.
