CAUSE: This is the behavior when LogicLock assignments conflict during import while running under an UPDATE_CONFLICTING assignment. If this is not desired, please select REPLACE_CONFLICTING or SKIP_CONFLICTING as the resolution scheme.
ACTION: Change the resolution scheme for the PARTITION_IMPORT_EXISTING_LOGICLOCK_REGIONS assignment if the current behavior is not desired.
