CAUSE: This is the default behavior when LogicLock assignments conflict during import. If this is not desired, please select SKIP_CONFLICTING to resolve conflicting assignments.
ACTION: Change the resolution scheme for the PARTITION_IMPORT_EXISTING_ASSIGNMENTS if the current behavior is not desired.
