CAUSE: The specified pin drives the fast regional clock, but is not placed in a fast clock pin position. This error may occur if there are conflicting location or custom region assignments, or if all available fast clock pins have been used. As a result, the tCO time may increase.
ACTION: Change the location or custom region assignment.
