CAUSE: The specified on-chip termination (OCT) RUP, RDN, or RZQ pin is not assigned to a exact location on the device. For example, the pin might be assigned to a specific I/O bank. Refer to the messages that appear above this message in the Messages window or the Messages section of the Report window for the total number of unassigned pins in the design.
ACTION: To avoid receiving this warning, Altera recommends assigning the specified pin to an exact location in the device.
