ID:35026 Attempting to remove <number> I/O cell(s) that do not connect to top-level pins or have illegal connectivity

CAUSE: Partition Merge is attempting to remove illegal I/O cells in the lower-level partitions. As a rule, an I/O cell can have only a single, wire connection to a pin. It is common to receive this message if a partition is using an imported netlist generated from a project that does not mark its pins as Virtual Pins.

ACTION: No action is required. Partition Merge may fail if one or more of these I/O cells cannot be removed.
