CAUSE: You directed the Quartus Prime software to generate a hierarchical output netlist file for the top-level design entity. To write out a hierarchical output netlist, the Netlist Writer needs the hierarchical information file, which is missing (or the content of the file is empty). As a result, the output netlist file was not generated.
ACTION: Rerun quartus_map to regenerate the missing hierarchical information file.
