ID:12255 Partition "<name>" cannot contain IP ("<name>") that requires automatic connection to the JTAG interface on the device because the current design uses partial reconfiguration. The IP must be in the Top partition.

CAUSE: Your design has one or more partitions that support partial reconfiguration, or your design uses CvP. Your design also includes the specified IP, which requires a connection the JTAG interface on the target device. For example, it may contain a Nios II processor with a JTAG Debug Module. The Quartus Prime software currently requires such IP to be in the Top partition. However, you defined the specified partition around the IP.

ACTION: Remove any user partitions around the IP.
